Can this open a PDF I do not have the password for?
No. A wrong password is rejected by the underlying library. This tool removes protection you are already entitled to remove — it is not a password cracker and will not be turned into one.
What is the difference between the two kinds of protection?
Some PDFs open normally but block printing or copying — those restrictions come off with no password at all. Others demand a password before they will open, and for those you have to type the password you already use.
Is it legal to do this?

Why did the text come out garbled on another site?
